Some Thoughts on Romans 13

Paul's "put on the Lord Jesus Christ" in verse 14 uses clothing language, at the end of a deliberate wardrobe metaphor across the passage. "Cast off" the works of darkness and "put on" the armour of light. Put on Christ himself: the armour is a Person.
Curiously, this passage is the one that converted Augustine. He flipped open the Bible to Romans 13:13-14, which condemns "reveling and drunkenness, … sexual immorality and sensuality." He wrote that as he finished the sentence, a light of certainty flooded his heart and the darkness of doubt fled. That single passage reshaped Western Christianity through him.
